This is something I didn't learn until this season basically, but SBL is 100% accurate on all Scouting. In a normal Scouting enabled league, your scout along with your budget and appropriated percentages would determine what you perceived each player's abilities as being. This would differ with all other GMs as their settings/scout/budget would differ.
In SBL, all of the scouts see the players the same so for your % allotment (you can put however much you want into the budget- I use maximum) make sure you put ALL/100% into International Scouting. This will enable your scout to find your solid international players, which is the only reason we have Scouting enabled in the first place.

Another thing I learned is with the Rule V draft coming up you have to have room on your 40 man roster to be able to draft a player. If your 40 man roster is full you wont be able to select anyone.

Is this different now? Seems like the scouting is based on estimates from my individual scout. Trying to understand how much of this I should be paying attention to. How exactly does scouting work?

Yep this is old. Scouting is no longer 100% accurate. Ratings and accuracy of those ratings for players are gathered from multiple areas: Your Scout's ability with a particular set of players: Majors, Minors, Amateurs, and International and Good, Excellent, Outstanding, Legendary. Your Scout's preference for Tools or Ability. - Tools means the scout uses his knowledge to extrapolate based on some intangibles how good a player will be in the Majors, ie. a guy's swing, body type, arm strength, etc. (in other words not stuff that's tracked in-game) - Ability means the scout uses a player's current performance at a level like High School, College, Minors and and then extrapolates how good a player who's performing at that level will perform in the majors (in other words it looks at stats tracked in-game). Your total overall Scouting Budget. Your Scouting budget allotment into the 4 types of players.
