Conduct
The commissioner will always act with integrity and honesty, and will make decision based on the best interests of the league as a whole.
Managers will always act fairly and both within the rules and the spirit of the rules.
Managers will export regularly, and will give notice if they are to be away for an extended period of time.
Managers are expected to be on the forum regularly and post frequently. Participation is important and merely exporting alone is not enough.
Each GM is expected to behave in a civil manner. Derogatory remarks, or any kind, toward another GM or the Commissioner will not be tolerated. While “Trash Talk” is encouraged, the expectation is that it’s done in a fun manner.
If an issue arises between two GM’s, that cannot be solved privately, please inform the Commissioner’s Office. They will mediate any and all disputes. Do NOT fan the flames in the forum.
Dismissal and sanctions
The Commissioner may at his discretion, reprimand, place on probation, fine, or dismiss any owner who becomes detrimental to the good of the League. The infractions that will draw the attention of the commissioner include, but are not limited to:
a. No longer actively exporting
b. No longer in communication with the commissioner
c. Actions between GM’s that are detrimental to the league
d. Repeated rule violations
When appropriate warnings by the Commissioner have been exhausted, offending GM’s can expect one or more of the following actions:
a. Fines (in-game)
b. Fan Interest Point Deductions
c. Outright dismissal from the league
Participation
Individual GM’s are the lifeblood of the league and the very reason for its existence. GM’s are encouraged to make suggestions and voice concerns. Summit Baseball League welcomes new ideas and fresh perspectives to make the league more enjoyable for everyone. GM’ will:
a. Own the copy of the OOTP version currently adopted by SBL
b. Stay active on the league forum
c. Export for each SIM or leave a message in the forum notifying the league of their planned absence
d. Promptly respond to communication by others
e. Feel free to make suggestions and voice concerns
Vacations
When a GM is going to be absent for any period of time (vacation, travel, etc.), they are asked to please post a message in the appropriate forum thread.
Finances
Teams are permitted to spend whatever their owner lets them. If they go over budget then there is no penalty, but trades can only be made that reduce salary.
Ticket prices are limited to a maximum of $50. This will be reviewed when a team gets closer to this ceiling and the rule may be adjusted. Teams are not required to disclose their ticket price but may do so at their own discretion.

Penalties for failure to comply
*Note - There is no roster relief for a player suspension. Player must stay on the Major League Roster for the entire suspension. Team must then play with 24 eligible players.
If manipulation of the penalties results in a clear attempt at ‘tanking’ to gain a better draft pick, the GM will be removed from SBL.
This rule will be in effect on all newly negotated contracts. All current contracts will be left untouched but if a GM departs from their team for whatever reason and they have contracts that are now considering illegal, the commissioners will, at their discretion, edit those contracts to protect the health of the league. Any active suspensions due to contract violations will also be removed.
Contracts that include team option years must have a buyout for any team option year of at least 25% of the highest year of the contract offer.

No Option (Vesting, Team, or Player) may have a dollar value figure higher than the highest guaranteed year.

Contracts that include vesting options must be realistic. Hitters can be offered a maximum of 500 AB's or double their previous season's amount, whichever is lower, starting pitchers can be offered a maximum of 180 IP or double their previous season's amount, whichever is lower.
Incentives cannot total more than 25% of the lowest season's guaranteed salary.
Waivers and DFA
Players cannot be repeatedly waived and DFAd to try and get around roster limits. If a player is put on waivers/DFA repetitively then they will be released at full cost to the team after a warning.
If a player is unmanaged in the DFA area and the commissioner cannot demote them to the minors they will be released. Commissioners may levy a fine on an organization who does not manage their DFA'd players.
Trades
Trades will not be vetoed unless there is reason to suspect cheating unless the GM is new to the league and the commissioner's have determined the deal to have been made in bad faith.
All new GMs will have their trades reviewed by the 3 active commissioners of the league to determine whether the trade is unfairly lopsided. New to the League is considered to be any GM who has under 1 year of time as GM in SBL. Switching Teams doesn't count as a new GM. All 3 commissioners must be in agreement for the Trade to be vetoed but any one commissioner may asked for the trade to be reworked by providing feedback. This is not intended to be a penalty but is designed to prevent predatory tactics and protect new GMs as they learn SBL. This is particularly important as this league has evolved quite a bit being so far in the future that we feel that some time is required to full grasp the dynamics of the league.
Free agents signings cannot be traded until after the amateur draft of the same season.
Any pending free agent signed to an extension after September 1st, may not be dealt until Jan 1st. This is to avoid having a team sign a player to an extension with the intention of acquiring more than a Compensation Pick in return.
This rule only applies to pending Free Agents. Arbitration Eligible players signed to a contract extension or awarded a contract, may be dealt as normal.
Trades will be processed pre-sim unless specified otherwise to avoid injuries voiding trades. If the trade is requested by both parties to be post-sim, the trade will complete then regardless of injury status during the sim. Instructions for where to place players need to be provided or they will be left in the DFA section and not playing.
Teams will not be permitted to make trades when over budget unless the trade reduces payroll overall. Trades will not be permitted that move a team in to the red.
Teams can include cash or agree to pay some or all of the salary for a player in the deal in later years.
NTCs can be offered, but must be honoured, as does the 10/5 rule. In both cases, if the player has requested a trade via the news, or has "angry" morale, then he will accept a trade.
PTBNL (Players to be named later) will not be allowed.
Recently drafted players can be traded at any point after they have signed.
Amateur Draft
There will be a draft lottery. The worst 10 records from the previous season will be entered into a weighted lottery draft to determine the 1st round only. No compensation picks will be entered into the lottery.
The odds of the winning the lottery draft are the following:
1 - 25%
2 - 21%
3 - 16%
4 - 11%
5 - 8%
6 - 6%
7 - 5%
8 - 4%
9 - 3%
10 - 1%
Draft Pick Trading
After the conclusion of the 2024 Draft, SBL will no longer allow Draft Picks to be traded.
Free Agent Compensation
There will be a Sandwich round added between rounds 2 & 3. Teams will receive a draft pick for any unsigned Comp Eligible players. Draft order will be determined by the previous year standings. Teams will receive their regular sandwich pick between rounds 1 & 2 for any players that is signed.
Rule V Draft
Rule V draft will be done in-game in the middle of December with the exact date being announced at each season's end. The commissioner reserves the right to protect players left unprotected if they are clearly too good for the draft.
Rule V returns are also done in-game. If a player is not returned correctly, the commissioner will adjust them back to the rightful team as soon as it is noticed.
International Amateur Free Agents
The IAFA Cap will be lowered from $3,000,000 --> $2,000,000.
All Penalties are handled by OOTP. Penalties for spending above the cap are:
Voting
Voting for hall of fame, all-stars and league votes on settings are all compulsory and part of the league.
Minor League Age Restrictions
To prevent an organization from stashing older players in low minors there are age restrictions on Rookie League and Short Season A ball.

Rookie League = 24 Years Old
Personnel
All GM's are set-up in OOTP as "GM & Manager"
All teams must be fully staffed throughout the organization. In-game Managers (Head Coach Only) are optional. If you'd like to turn on an AI Manager please contact a commissioner to change this setting. Assistant GM's are also Optional, but are an easy way to help manage certain aspects of the game, ie: Minor League Personnel, International Free Agents, etc etc
Commissioners may levy a fine on an organization with unfilled personnel positions. Other GMs are encouraged to help police the league in this regard. Fines may be levied any time after Opening Day.
Injuries & Retirement
All in-game injuries and are final and non-negotiable. There will be no unretirement of any players suffering Career Ending Injuries. No players will be manually unretired by the Commissioner's Office for any reason.

General Managers may request to change teams at the end of the season after the Roll Call has been completed. All requests will be reviewed by the Commissioner's Office and will be handled on a case-by-case basis.

- A player may be signed to a 1 year extension at anytime. This includes Minor League Contract extensions.
- Players must have a minimum of 4 years Service Time to be given a contract extensions of 2 years or greater. This is "Major League Service Time."
- Free Agents may be signed to any deal (up to 7 years in length) regardless of ML service time.

- Strike #1 - Warning. Buyout is corrected
- Strike #2 - Team Option is turned into guaranteed year.
- Strike #3 - Player is released and returned to the free agent pool.
